BASIC FUNCTION:
The incumbent is responsible for planning, directing and evaluating the activities and programs of a medium sized public library and regional system.  The Public Library systems includes the Noel Wien Library, North Pole Branch Library, and a bookmobile/outreach branch.  The regional system is operated in coordination with the Alaska State Library and is responsible for a 544,000 square mile service area.
        
TYPICAL DUTIES:
1.  Responsible for operation and maintenance of all library facilities and activities: a main library with over 355,000 volumes and a branch library with over 46,000 volumes.
       
2.  Responsible for the on-going development of library collections to include electronic volumes and associated electronic services.  Ensure public access services are available and in compliance with federal/state laws.
       
3.  Responsible for all administrative functions including budget preparation, fiscal management, grant preparation, development of policies and procedures.
       
4.  Responsible for an integrated library system and coordinating maintenance and development with the University of Alaska Fairbanks libraries.
       
5.  Responsible for the overall direction of the department employees, including but not limited to hiring, training, discipline, and employee evaluation.
       
6.  Plan and develop goals and objectives for library operations and activities and discuss library operations and activities with local organizations and groups to gain insight essential for determining the services and programs which best meet community needs.  Continue to improve programs and services as technologies advance and evolve.
       
7.  Represent the Borough at meetings and hearings as appropriate.  Ability to meet at various locations on short notice.
       
8.  Plan, organize, evaluate, and modify the work of library staff to achieve program objectives.   Coordinate the work of the staff in all divisions; establish and/or change priorities to meet the needs of library users.
       
9.  Develop the annual operating budget; manage and oversee the proper expenditures of the budget.
       
10.Advise, provide administrative support, and work closely with the FNSB Library Commission and the Fairbanks Library Foundation.
       
11.Perform related work as required.
       
12.Make recommendations and participate in the formulation and implementation of operational programs, procedures and policies.
       
MINIMUM QUALIFICATIONS:
1.     Master’s degree in Library Science from an accredited university.
       
2.  Six (6) years of progressively more responsible library management experience required, a minimum of 3 of which must have been in a senior professional administrative position in a public library.
       
3.  Responsible supervisory background, minimum of three (3) years supervisory experience; management experience, a collective bargaining context preferred.
       
4.  Knowledge of advanced management practices, skills and concepts; administrative management, project planning/control and resource management.
       
5.  Considerable budgetary experience and knowledge of the principles and practices of public library administration required.
       
6.  Knowledge of the service programs provided to the constituents in a public library system required, including a thorough knowledge of the major organizational divisions within a public library, i.e., acquisitions, reference, circulation and cataloging.
       
7.  Demonstrated knowledge of and considerable experience with library automation required and related technology and experience with a major bibliographic utility such as OCLC.  Prefer an understanding of social media applications and new trends in library technology.
       
8.  Ability to maintain professional knowledge of current and emerging library principles, practices and ethical issues.  Knowledge of the Library Bill of Rights and its interpretation.
       
9.  Demonstrated ability to work collaboratively with administrators from other libraries and to foster and maintain rapport with community groups.  Ability to establish and maintain effective working relationships with officials, staff members and the public.
       
10.Ability to deal effectively and courteously with complaints.
       
11.Ability to provide strong leadership and apply independent judgment on a consistent basis.
       
12.Excellent oral and written communication skills.  Ability to prepare comprehensive reports and present ideas clearly and concisely, both orally and in writing.
       
13.Active participation in national library associations and organizations desirable.  Active participation state and regional library associations highly desirable.
       
14.Must have and be able to maintain a valid driver’s license.  Must meet insurance standards and maintain insurability under the Borough’s insurance program.  If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED AT TIME OF INTERVIEW)
       
15.This position requires a criminal background check.

The City of Kodiak is recruiting for a Library Director. The position reports to the City Manager and is the head of the Library Department. Under the general administrative direction, responsible for the Kodiak public library facilities and programs and performs professional library services. Provides direct involvement in activities from program development to participation in the delivery of library services. Performs professional library duties such as interlibrary activities, acquisition, cataloging, public relations, budgeting, program planning, and reference work. Directs activities and oversees performance of six part- and full-time staff. Responsible for the efficient operation of the department and facility in a manner that maximizes cost-effectiveness, productivity, and service to the public. Due to timing of the vacancy, the person hired in this position may also be responsible for the full transition from the existing library facility to the newly constructed library facility in the fall of 2013.

Engineering Librarian – Anchorage

The Consortium Library at the University of Alaska Anchorage (UAA) is recruiting for an Engineering Liaison/Instruction and Reference Librarian with a strong commitment to information literacy instruction, user education services, and assessment. Reporting to the Head of the Instruction and Research Services Department, this librarian should be highly productive, innovative, and technologically adept, as well as committed to the goals for the Library’s instruction program, including embedding information literacy across the university’s curriculum, developing online learning objects, and integrating new technologies and e-pedagogy.

The Instruction and Reference/Engineering Liaison Librarian will provide instruction, reference, collection development, and outreach liaison activities to UAA’s School of Engineering, including Geomatics, Geographical Information Systems (GIS), and the Alaska Native Science and Engineering Program. Outreach is a significant component of this position, and the successful candidate will be expected to coordinate the Library’s involvement in orientation activities for incoming and prospective students.

As a member of the faculty, the Engineering Librarian is expected to participate in professional organizations, faculty meetings and governance, and continual learning/professional development opportunities. The successful candidate will have excellent oral, written, and interpersonal communication skills, a strong commitment to quality customer service, and be expected to meet all of the Library faculty requirements for tenure and promotion.

Required Qualifications:
