An alert to those who are not on the SACO list, or might not otherwise see the minutes from the weekly Subject Editorial List. 

The minutes for August 6, 2008, contain the following decision. This continues the movement (also documented in LCRI 24.1A) of identifiably corporate bodies from the subject authority file into the names authority file.


Notaufnahmelager Marienfelde (Berlin, Germany : Refugee camp)

Refugee camps should now be treated as corporate name headings instead of subject headings. The list of categories in the Subject Cataloging Manual, H 405, will be revised to reflect this decision. This camp may be established as a name heading. The subject proposal was not approved.

TRAINING PDF PRODUCTS AVAILABLE FOR FREE DOWNLOAD

On October 1, 2008, CDS will discontinue selling PDF training products.  Instead, the following PDF training courses will be made available for free download:

The workshop materials from the Serials Cataloging Cooperative Training Program (SCCTP): Basic Serials Cataloging; Advanced Serials Cataloging, Integrating Resources Cataloging, Electronic Serials Cataloging, and Serials Holdings.
	
The workshop materials from Cooperative Cataloging Training (CCT):  Basic Subject Cataloging using LCSH, Basic Creation of Name and Title Authorities, Fundamentals of Series Authorities, and Fundamentals of Library of Congress Classification.

The workshop materials from Cataloging for the 21st Century (Cat21):  Rules and Tools for Cataloging Internet Resources, Metadata Standards and Applications, Metadata and Digital Library Development, Digital Project Planning and Management Basics, Principles of Controlled Vocabulary and Thesaurus Design.

The maintenance of these PDF training products will be handled by the Instructional development and Training Division of the Acquisitions and Bibliographic Control Directorate at the Library of Congress.  Additional information about these workshops is available online from www.loc.gov/catworkshop/ .

CDS will continue to sell printed training products such as Cataloging Concepts and MARC Content Designation for the present.  

CDS will not be issuing refunds to customers who purchased PDF course materials prior to October 1, 2008.

    LC ENDORSES RECOMMENDATIONS OF LIBRARY OF CONGRESS WORKING
           GROUP ON THE FUTURE OF BIBLIOGRAPHIC CONTROL
 
     Associate Librarian for Library Services Deanna Marcum issued
the Library of Congress's response to On the Record, the report of
the Library of Congress Working Group on the Future of
Bibliographic Control, on June 1.  The working group offers more
than 100 specific recommendations, organized under five general
recommendations: (1) Increase the efficiency of bibliographic
production and maintenance for all libraries through cooperation
and sharing; (2) Enhance access to rare, unique, and other special
hidden materials; (3) Position our technology for the future; (4)
Position our community for the future; (5) Strengthen the library
and information science.  The Library of Congress embraces the
Working Group's recommendations, which were submitted to Dr. Marcum
in final form on Jan. 9, 2008, just prior to the American Library
Association (ALA) 2008 Midwinter Meeting.  Members of the Working
Group met with Dr. Marcum and Beacher Wiggins, director for
Acquisitions and Bibliographic Access, on June 6 at the Library of
Congress to discuss the Library's response.  Members agreed, at Dr.
Marcum's request, to continue as informal advisors to the Library
as the Library follows up on the recommendations in the report. 

     Dr. Marcum convened the working group in November 2006 to
examine the future of bibliographic description in the 21st
century.  More information on the Working Group, including the

  JOINT STATEMENT OF U.S. NATIONAL LIBRARIES ON RDA DEVELOPMENT

     The Library of Congress has been very active in development of
_Resource Description and Access_, the planned successor to the
_Anglo-American Cataloguing Rules_, 2nd ed.  Concerns raised by the
LC Working Group on the Future of Bibliographic Control led to a
joint meeting of managers of LC and the two other U.S. national
libraries, the National Library of Medicine (NLM) and the National
Agricultural Library (NAL), on March 10, 2008.  The representatives
of the three national libraries agreed that the development of RDA
is an important international initiative that has involved the
resources of libraries in many countries for the past several
years.  The three U.S. national libraries agreed on a joint
commitment to the further development and completion of RDA, with
decisions on implementation to be made jointly after review and
testing of the completed code.  The text of the three libraries'

     Representatives of NAL, NLM, and LC met on June 9 to begin to
define the scope and nature of the testing of RDA that will be

    REPORT OF THE JOINT MEETING OF BIBCO AND CONSER OPERATIONS
  REPRESENTATIVES HELD MAY 1-2, 2008, AT THE LIBRARY OF CONGRESS

  Operation representatives from BIBCO and CONSER, the two
bibliographic record programs of the Program for Cooperative
Cataloging (PCC), held joint and separate meetings May 1-2, 2008.
This report provides highlights from the joint meetings. Summaries
of the separate program meetings will be available in the near
future.

Update on RDA

  The operations representatives were given an update on the
April 2008 meeting of the Joint Steering Committee for Development
of RDA (JSC) by Barbara Tillett, LC representative to JSC. Many of
meeting outcomes reported by Dr. Tillett are posted on the JSC Web
site: <http://www.collectionscanada.gc.ca/jsc/0804out.html> [June
2008]. Constituent review is expected to take place between August
2008 and October 2008 and an early 2009 release date is still on
target. The final online product will include "workflows" that
provide simple instructions to walk a cataloger through creating
bibliographic and authority records. It will probably be possible
for groups such as the PCC to specify guidelines for applying RDA
and share this within the online product, but more will be known
about this capability as the product nears completion. 

Provider Neutral Records for Online Monographs

  BIBCO members are considering a new proposal to develop
guidelines for online monographs. CONSER members shared their
experiences in developing guidelines for provider neutral records
for online serials. The provider neutral approach calls for one
record to represent the online version of a resource, even if it is
delivered simultaneously in several packages. The approach reduces
the number of duplicate records in the national database for
essentially the same resource and facilitates local tracking of
resources. BIBCO members agreed to form a group to determine
requirements, timeline, and steps for implementing a policy for
provider neutral record for online monographs.

PCC Guidelines for Cataloging Integrating Resources

CONSER and BIBCO representatives discussed the 2008 revision of
_Integrating Resources: A Cataloging Manual_

manual is used by members of both programs to create records for
integrating resources and share record maintenance. The 2008
revision reflects new coding practices for integrating resources
and the current WorldCat cataloging environment of PCC libraries
since RLG and OCLC merged in 2006. Representatives discussed
potential guidelines including advice on the number of records
needed for different language versions of an online integrating
resource.

LC Response to the Report of the Library of Congress Working Group
on the Future of Bibliographic Control

Beacher Wiggins provided an update on LC's response to _On the
Record: Report of The Library of Congress Working Group on the
Future of Bibliographic Control_ <http://www.loc.gov/bibliographic-

Adding Non-Latin Script Data to Name Authority Records

  Dave Reser (LC) provided an update on a project to add non-
Latin script references to records in the name authority file. The
name authority file will be "pre-populated" with non-Latin forms of
corporate names as references. OCLC will derive the references from
non-Latin forms of names found on bibliographic records and will
add them to at least 400,000 name authority records.  The project
will begin no earlier than June 1, 2008 [later revised to mid-July]
and will provide for a six month evaluation period. PCC members
were asked to observe the results of the pre-population project
this summer and consider the policy and practice questions that are
raised in the _White Paper: Issues Related to Non-Latin Characters
in Name Authority Records_

Adding Non-Latin Script Data to Bibliographic Records

  Standing Committee on Standards chair Joan Schuitema, led
representatives in a discussion on unified PCC guidelines for
adding non-Latin script data to bibliographic records. A joint
BIBCO/CONSER task force will be charged to begin work on the
requirements and format for these guidelines. John Levy (LC) gave
members an overview of the recently revised _CONSER Editing Guide,
Appendix O, Creating Records with Data in Non-Roman Script for CJK
Serials_ <http://www.loc.gov/acq/conser/pdf/ceg/AppendixO.2008.pdf>
[June 2008]. The revision resolves some of the differing practices
among monograph and serials catalogers adding non-Latin script data
to bibliographic records and will become a model for guides to
adding other non-Latin scripts. A guide to adding non-Latin script
data to Cyrillic language bibliographic records is under
development by LC Serial Record Division staff and follows a
similar format. 

Standing Committee Charges

  The PCC Standing Committee Chairs, Adolfo Tarango (University
of California, San Diego), Standing Committee on Automation (SCA);
Joan Schuitema (University of Illinois at Chicago) Standing
Committee on Standards (SCS); and Caroline Miller (University of
California, Los Angeles), Standing Committee on Training (SCT) led
a discussion on the projects that would be useful to pursue and
overall charges of their groups. One idea was for the SCA and the
SCS to increase vendor involvement in the activities, membership,
and task groups of the committees. Examples include being sure to
include vendors in the development of guidelines for batch loading
of records.

DELAY IN PUBLICATION OF 31st EDITION OF LIBRARY OF CONGRESS SUBJECT HEADINGS

Due to production problems, the 31st edition of the five-volume printed edition of the Library of Congress Subject Headings, commonly referred to as the Red Books, will not be available until the spring of 2009. The data cutoff date for the 31st edition will now be December 31, 2008.

Customers who have already placed a paid order for the 31st edition have the option of leaving their payments in their deposit accounts or requesting a refund.

AK cataloging training in August

Dear Alaska Catalogers,

The AkLA Cataloging Roundtable is pleased announce that the Interlibrary Cooperation Grant we submitted to bring cataloging training to Alaska has been approved! Many thanks to the Alaska State Library and Institute of Museum and Library Services (IMLS) for funding these workshops.

If you are interested in cataloging training, please continue to read (it is a long message). If you aren’t interested, now is good time to hit <delete>! J This message is being sent to several Alaska listservs and I apologize in advance for any future duplications.

For those who missed earlier emails about these classes, here is some brief information about the upcoming workshops. The classes are being taught by The MARC of Quality, a cataloging training company that has been enthusiastically received in Alaska in the past. The workshops being offered are:

MARC21 in Your Library (August 25, 2008 in Fairbanks)

Just for Copy Cats (August 26-27, 2008 in Fairbanks)

Book Blitz II (August 21-22, 2008 in Anchorage)

Brief descriptions of the classes:

MARC21 in Your Library

This class will teach attendees to understand the MARC computer coding found in MARC records and how the MARC records make your automated/computerized library catalog work.

To fully benefit from this class your library should have (or be just about to start using):

This class will teach attendees how to handle trickier cataloging situations such as parallel titles, uniform headings and series information.

---An automated/computerized library catalog

---MARC records in your automated/computerized catalog (MARC records should be from OCLC or another MARC record source)

---Ability to download MARC records into your catalog using a computer (for example, through the internet or from a CD-ROM)

In order to help catalogers more readily identify the history of personal names previously on undifferentiated authority records and subsequently established as a separate authority record, beginning on June 1 the Connexion LCCN authority index will retrieve records containing LCCNs found in the 667 field in authority records. The goal of this indexing change is to enable users to more easily identify changes made to personal names using unique control numbers.

With the June 1 Connexion install, LCCNs found in the 667 fields of newly added and changed authority records are included in the Connexion LCCN index. This was accomplished by using changes made to the LCCN indexing functionality to scan the 667 field for the word: "Undifferentiated" (allowing for both upper and lower case). If the word “undifferentiated” is identified in a 667 field, the software will then look for an LCCN in the 667 field and updates applied to the LCCN index. An example of the indexing changes can be seen using LCCN no95033823.

Records containing LCCNs in 667 fields will automatically be included in all LCCN retrieval results and cannot be excluded when searching. Please note, no textual data from the 667 field is indexed, rather, the word ‘undifferentiated’ is only used by internal processes to identify candidate records.

No verification was done between LCCNs found in 667 fields and the 010 fields; if an LCCN in a 667 field contains a typographical error, please feel free to contact OCLC's Quality Control staff (authfile@oclc.org) requesting corrective action.

SEARCHING

The same searching guidelines are applicable to searching LCCNs in 667 fields that are noted for searching LCCNs found in 010 fields. These are:

Type year portion (2 or 4 digits) and control number, with or without the hyphen.
Leading zeros in the control number portion are optional.
Alphabetic prefix is optional to increase precision.

INPUTTING 667 fields

Because the 667 field is a text field, it would be helpful to ensure the following formatting was employed when adding LCCNs in 667 fields.

Type year portion (2 or 4 digits) and control number, with no hyphen.
n 85204041 (two digit year + 1 character prefix: add two spaces following the 'n' prefix)
nr 99012578 (two digit year + 2 character prefix: add one space following the 'nr' prefix)
no2007016671 (four digit year + 2 character prefix: add zero spaces following the 'no' prefix)
n 2005035179 (four digit year + 1 character prefix: add one space following the 'n' prefix)
